The Instrument for Pre-Accession Assistance Environment Operation Programme (IPA-I)
- Covering the period between 2007-2009, Environment Operational Programme (EOP) is one of the main plan and action documents to assist the improvement of Turkey’s performance in the environment industry in accordance with the principles and policies of the European Union. Formed and developed in consultation with the European Commission by the Ministry of Environment and Forestry, the programme has been terminatively confirmed pursuant to the Commission’s Decision in accordance with the 8 (1) Article of the Instrument for Pre-Accession Assistance (IPA) Legislation. This programme is also one of the four (4) Operational Programs in the National Strategical Frame Document (SÇB) (Turkish/English), which was drawn up by the Prime Ministry State Planning Organization in accordance with the Multi-Annual Indicative Planning Document (MIPD) drawn up by the European Commission and covering the period the period between 2007 to 2009, with the objective to benefit from the resources of European Union for the period 2007-2013. Additionally, this programme is also recognized as a the one to be confirmed by the European Commission, and also a document stating the priorities of the environment industry for the country and comprising of medium-term measures.
- Environment Operational Programme has been drawn up with the active participation of all the relevant administrative and socio-economical shareholders in accordance with the principle of partnership. Since the Environment Operational Programme has been drawn up as an independent document, it comprises of more planning details and statistical data than expected from a standard Operational Programme. Accordingly, what is expected with this programme is not only ensuring the complicated matters related to the protection of the environment, which are deemed as a must to be immediately addressed within the context of both national and regional aspects, to be substantially comprehended, but also to contribute in the implementation of the national environmental legislation in conformance with the European Union Environment Acquis.
- With the implementation of the Environment Operational Programme, the economical activities in the region will be brightened, while presenting employment opportunities in the recycling, innovative energy generation, tourism and recreation industries, etc. In this way, it will be able to be ensured for the programme to be recognized together with the protection of the environment, which is of vital importance, as well as constituting a healthier and safer future and ensuring a sustainable development.
