The 2025 Ministerial on Climate Action (MoCA-9) was held in Toronto, Canada. The meeting focused on the progress made in implementing the Paris Agreement and the future of global climate action.

Speaking at the sessions, Deputy Minister of Environment, Urbanization and Climate Change Fatma Varank addressed the acceleration and strengthening of the ten-year multilateral cooperation process under the Paris Agreement, Türkiye’s efforts to reduce national emissions and adapt to the impacts of climate change, the net-zero targets, the COP30 process, and the improvement of support mechanisms for climate action.

Financing and Technology Transfer Are Key to Delivering Real Results

Deputy Minister Varank emphasized that, in the tenth year of the Paris Agreement, the experience gained in the global climate struggle has offered valuable lessons. She noted that ambitious Nationally Determined Contributions (NDCs) and key decisions have driven climate action forward over the past decade. Varank underlined the need to effectively mobilize implementation tools such as financing, capacity building, technology transfer, and investment support to turn these targets into real outcomes.

Türkiye’s New NDC Supported by Strong National Policies

Highlighting that the coming period should focus on tangible and result-oriented implementation, Varank drew attention to the importance of restoring international cooperation and trust. She stated that Türkiye’s new NDC targets are supported by strong national policies and local-level actions, adding that meaningful global progress depends on collective will and solidarity.

COP30: A Historic Opportunity for Global Solidarity

Deputy Minister Varank stated that COP30 represents a historic opportunity to reinforce this collective determination and demonstrate that climate action continues with strong momentum. She noted that Türkiye expects the outcomes and messages from the Amazon to be balanced, inclusive, and action-oriented. Varank reaffirmed Türkiye’s readiness to work closely with all parties to ensure the continuity of the process and make on-the-ground implementation sustainable.
