The 5th Meeting of the Türkiye-Kazakhstan High-Level Strategic Cooperation Council (HLSCC) was held on July 29, 2025, in Ankara under the co-chairmanship of President of the Republic of Türkiye, H.E. Recep Tayyip Erdoğan, and President of the Republic of Kazakhstan, H.E. Kassym-Jomart Tokayev.

Within the scope of the meeting, a Memorandum of Understanding was signed between the Government of the Republic of Türkiye and the Government of the Republic of Kazakhstan in the field of urbanization.

The memorandum was signed by Minister of Environment, Urbanization and Climate Change of Türkiye, H.E. Murat Kurum, and Minister of Industry and Construction of the Republic of Kazakhstan, H.E. Yersayin Nagaspayev.

Cooperation in Urban Transformation, Planning and Consultancy

During his meeting with his Kazakh counterpart, Minister Murat Kurum stated that the agreement aims to strengthen cooperation in areas such as regional planning, urban transformation, construction, and consultancy.

Emphasizing that Türkiye was the first country to recognize Kazakhstan’s independence, Minister Kurum noted that the deep-rooted ties between the two countries have accelerated joint projects in the fields of urbanization and environment.

He also underlined that, under the Memorandum of Understanding signed in 2022 in the field of environment, cooperation continues in areas such as environmental management, biodiversity, and information systems.

At the end of the meeting, Kurum stated:
"With the memorandum we signed today with Mr. Nagaspayev, we are extending our brotherhood to the field of urbanization."
He emphasized that the agreement marks a new chapter in the bilateral relations between the two countries.
