Strong Social Housing Message from Türkiye at the UN Geneva Office

Deputy Minister of Environment, Urbanization and Climate Change Ömer Bulut delivered a speech during the ministerial session on the second day of the Geneva program.

At the meeting held at the United Nations Office at Geneva, Ömer Bulut shared Türkiye’s experiences and perspectives on affordable and sustainable housing policies, post-disaster reconstruction, and innovative financing models.

Emphasizing that the global housing crisis is worsening, Bulut stated: “Housing has now become a global crisis.”

He noted that Türkiye currently has 31 million housing units, aiming to raise the homeownership rate to 66% by 2035. Highlighting that 300,000 homes have already been delivered to citizens in the earthquake-affected regions — a figure expected to reach 453,000 by the end of the year — Bulut announced upcoming initiatives including a 500,000-unit social housing campaign and a 15,000-unit rental housing model.

He concluded by underlining that housing, for Türkiye, is not merely a shelter, but a cornerstone of social justice.
